Sapphires are found in all colors (except red and sometimes pink when they are classified as Rubies), and blue is certainly the color that is most commonly associated with the material. While we've seen a good amount of Sapphires coming out of Sri Lanka, Madagascar, East Africa, etc. in recent years, there are parts of Thailand that produce excellent gems, though not nearly the in quantity that we saw a few decades ago. This stone is a really fine quality, very slightly included, gorgeous blue colored "Pear" cut stone from Thailand that easily goes back to the 1980s-1990s era of mining. Please note that the color in the photo/video is slightly more blue than the stone appears in person, as I can see it has a slight purplish overtone almost like a lighter colored Tanzanite, and it doesn't have quite the same aqua blue color as it might appear on your screen. For the size, quality and the fact that it came from an area that is not nearly as productive these days, it's a highly desirable gem for any collector, or a jeweler, as you could easily set it into a pendant or ring to create a very special piece.
Keep in mind that this medium cornflower blue color is legitimately being offered for $1,000 per carat these days, which would put this stone in the $2,200 range retail.
